TOOL 6 – RESM Advocacy Plan – From planning to impact

You have the evidence. You have the allies. You have the arguments. Now, build your plan to drive change.
If you have followed the toolkit from the beginning, here is what you have built so far:
- Tools 1-2 (Know): You understand your organisation’s position within the European Sport Model, the six features that define it, and the tensions between theory and reality.
- Tool 3 (Evidence): You have explored the core RESM data, from the 0.2% solidarity reality to the majority practising outside the federation and club system, and seen how organisations like Skjold, NCAA, UISP; and Sokol navigate these tensions.
- Tool 4 (Allies): You identified who can help you drive change and recorded them in Section A of your handbook.
- Tool 5 (Messages): You crafted evidence-based messages for your key audiences and recorded them in Section B of your handbook.
Tool 6 is where everything comes together. This is the INFLUENCE phase: you are no longer learning about the system, you are preparing to change it.
How to use this tool:
- Topic 6.1 helps you define a clear, measurable advocacy objective.
- Topic 6.2 walks you through choosing a strategic approach and selecting tactics.
- Topic 6.3 shows you how to build an action plan at the scale that fits your situation.
- Topic 6.4 covers how to track progress and learn from your advocacy.
- The Inspiration Box at the end provides three fully worked examples.
- Your handbook (Section C) is where you do the actual planning. This tool teaches you how to think about it; the handbook is where you write it down.
Open your handbook to Section C. Let’s build your plan.
